Murder is Murder

I find it rather curios that a guy can climb atop a building, indiscriminately shoot a rifle into a crowd of people watching a parade killing several and injuring even more and when caught  is changed with murder and held without bond.  Yet, two guys caught  selling pills laced with fentanyl in quantities to kill hundreds of people (mostly kids) when caught are charged with a misdemeanor and released without bail on their own recognizance.
