Plan to Control the Illegal Alien Problem

1. SECURE THE SOUTHERN BORDER. Use whatever means necessary to stop the "bleeding." (Build fences, increase the Border Patrol, give them the "teeth to enforce the law, put the National Guard on the border, implement high technology techniques, etc.) Anyone that crosses the border illegally will have committed a felony. (See No. 5, below.)

2. REGISTER ILLEGALS. All illegals here must register with Homeland Security within 180 days. They must provide a valid place of residence. Homeland Security will issue tamper proof ID cards with photo and finger print. Illegals will pay the cost of registration. Failure to register will be a felony. (See No. 5, below.) ID cards must be renewed every two years. It will be a felony to make or possess fake ID cards or other documentation such as driver's license, voter registration certificate, social security card, birth certificates, etc. (See No. 5, below.)

3. REVIEW THE CASE OF EACH ILLEGAL. Homeland Security will review the case for each illegal including background checks and health certification to determine their status and make appropriate disposition. Automatic citizenship is not an option. They must follow existing immigration laws to gain citizenship.

4. PUNISH THOSE THAT HIRE OR AID ILLEGALS. Anyone or any business that hires illegals without valid ID cards or anyone that aids and abets illegals to circumvent the law will face fines of not less than $10,000 per offense and possible prison time for repeat offenses.

5. INCARCERATE AND DEPORT CRIMINALS. Illegals who commit or have previously committed any crime (including possession of false documents) will be a felon with no civil rights or right of appeal. They will be immediately incarcerated and their case reviewed by a special tribunal for disposition with fines for minor offenses, and prison time for major offenses. Illegals having served or currently serving prison time will be immediately deported when released. Any illegal that commits a crime after being issued an ID card will have the card revoked and subject to immediate deportation.

6. NO WELFARE. Welfare of any kind will not be paid to illegals. Any illegal that receives welfare will have committed a felony. (See No. 5, above.) Welfare will not be provided to those with valid ID cards except in extreme circumstances. They are here to work and earn money. They must pay their own way. If they are too poor to support themselves and/or families here then they must return to their homeland.

7. BUILD A DATABASE. Homeland Security will build and maintain a database of illegals and those issued ID cards. Illegals that don't cooperate will have committed a felony. (See No. 5, above.)

8. END SANCTUARY CITIES. Put an end to the sanctuary city madness. Give local law enforcement and federal agencies more tools (clout) to get control of the situation.
