Air Conditioning in Washington, D.C.

I have a great idea to save energy to protect the environment and to save us, the people, from the politicians. Remove the air conditioning from all federal buildings in Washington, D.C.
Years ago before the Era of Air Conditioning arrived, Congress met for only a few months in the spring time. Presidential inaugurations were held early in March because of the hazards and discomfort of traveling by stage or horseback during the cold winter months. Congress was convened thereabout and always adjourned by early June. Why? Because summers in Washington, D.C. without air conditioning are miserably hot and humid. No one wanted to stay hour upon hour in session perspiring within the confines of large buildings with only open windows to draw in more fresh air laden with heat and humidity. So, they quickly did the people's business, adjourned, and got out of town (went home).
Just think how much energy costs could be saved thus reducing the national debt. And, just think how much more prosperous we all would be if Congress had less opportunity for mischief.
