 Congressional Districts

The U.S. Census Bureau counts all (legal and illegal) persons inside the U.S borders to determine population concentration and distribution. The federal government relies on these numbers to establish the number of congressional seats allocated to each state.  So, to be fair, all the illegals flowing into Texas should be counted to establish the number of congressional seats allocated to Texas, and to determine the appropriate congressional district boundaries.  Since congressional districts are established by law to be 650,000 population each district then Texas should gain at least three additional congressional seats.
