Workplace Violence or Terrorism?

An active duty major in the U.S. Army at Fort Hood shoots and kills 13 soldiers in a confined processing center while shouting Jihadist expletives.  The Obama administration characterizes it as workplace violence.

A 54-year old grandmother is beheaded at her office in a food processing plant in Moore, Oklahoma, by a man while shouting Jihadist expletives.  The Obama administration characterizes it as workplace violence.

An American army general on active duty in Afghanistan is shot and killed by an embedded member of the Afghan military .  Yet, this killing by a Jihadist is characterized as an act of terrorism.  Isn't the general's workplace in Afghanistan?  Why isn't it characterized as workplace violence?

Why the discrepancies?  Is it the location?  Is it the reluctance of the Obama administration to characterize any terrorist act as what it really is. . . terrorism?
Why is Obama so loath to use the term terrorism?  I think this is just one of the many questions about Obama that begs for an answer.
